I disagree with some of this advice. What you need to do first is set up your mobile phone for the Playstation network or it will not allow you to do anything at all because it will tell you that your Internet connection is lost.
To turn on the hotspot feature and connect devices: From the home screen, tap Settings > Personal Hotspot. (Please note: This menu item only appears if your phone is signed up for the Mobile Hotspot add-on plan.) Slide the switch next to Personal Hotspot to turn it on.
